Veterans Memorial Bridge, South Portland, Maine

Maine Department of Transportation (2010-2011)

Project Overview

Summit provided full-time resident inspection support to the TY Lin/Reed & Reed onsite project managers for this MaineDOT design-build bridge replacement project.

Provided services included:

  • Material delivery review for conformance with project specifications and quantity documentation
  • Abutment pre-load placement and settlement readings
  • Weeping drain installation observation
  • Pier pile driving verification including material conformance, blow count logs, pipe lengths and visual weld inspection
  • Retaining wall construction inspection including block configuration according to design, tie-back installation, backfill and drainage material placement and compaction
  • Concrete reinforcing inspection for all seal placements, piers and pier caps
  • Oversight of cast-in-place concrete, grout and soils testing
  • Pre-cast decking post-tensioning inspection
  • Inspection of road re-alignment construction including installation of stormwater, sewer and electrical utilities

Hatch Hill Expansion II Landfill Closure Project

Augusta, Maine (2011)

Project Overview

Summit provided construction quality assurance support to Woodard & Curran for all phases of this 11-acre landfill closure project. Summit was selected as the Resident Project Representative, Soils Testing CQA Laboratory and Geosynthetics CQA firm based upon competitive fee proposal and depth of CQA experience.

Provided services included:

  • Full-time observation and documentation of site activities
  • Liaison and direct communication with the design engineer, Woodard & Curran throughout closure activities
  • Conducted regular project site meetings with all parties.
  • Provided field and onsite testing of earthwork activities.
  • Performed geosynthetics materials and installation CQA
  • Maintained and assembled documentation of construction summary information

Southern Waste Management Center Cells 1&2 LTIC Repair

Project Overview

Summit provided geosynthetics construction quality assurance (GCQ) support to CMA Engineers of Portsmouth, New Hampshire for the removal of existing ultra-violet degraded polypropylene fPP-R and deployment of new fPP-R to repair areas of long term intermediate cover (LTIC) exhibiting the worst damage. Over 500,000 square foot (SF) existing LTIC was removed and replaced.

Work included unplanned repairs to the LTIC following damage from Hurricane Irene in August 2011. Oversaw liner subbase repairs and geosynthetics CQA activities including destructive and non-destructive testing, documentation liaison with DSWA and summary report preparation.

Phase III Landfill Expansion

City of Lewiston, Lewiston, Maine (2008 - 2009)

Project Overview

Summit provided field services for construction the city's 5.4-acre double-lined landfill expansion project.

Provided services included:

  • Resident Project Representative
  • Construction Quality Assurance (CQA) and Inspection
  • Geosynthetics Quality Assurance and Inspection
  • Earthwork field and laboratory testing
  • Project documentation and construction summary report
Soils CQA laboratory testing was performed by Summit's in-house soils testing laboratories (Lewiston and Augusta) testing. This project was completed in late 2009.

Technical Details

All work was performed based on the project specific Construction Quality Assurance Plan (CQA).

The liner system included:

  • 80 mil HDPE geomembranes
  • Compacted clay liner
  • Geosynthetic clay liner
  • Drainage geocomposite
  • Select soil materials.

Brownfields Targeted Site Assessment, Feasibility Study, and Cleanup

City of Camden, Apollo Tannery, Camden, Maine (2005 – 2009)

Project Overview

Summit provided environmental engineering services for the demolition and soil remediation at the former Apollo Tannery site in Camden, Maine.

Tasks included:
  • Project management and oversight
  • Preparation of technical specifications and bidding documents
  • Demolition activities, including oversight of characterization and proper disposal of acids, caustics, dyes, and lanolin.
  • Subsurface investigation
  • Contaminated soil remediation 
  • Grout wall installation
  • VRAP, project documentation and remediation summary reports

Technical Details


Commencing in April 2005, The Town of Camden retained Summit to investigate, prepare a project manual including technical specifications for contractor bidding purposes and oversee asbestos removal, hazardous materials removal and demolition of the former Apollo Tannery buildings.

Following completion of the demolition activities, the Maine DEP retained Summit to conduct a Phase II Environmental Site Assessment on a portion of the site where contamination from Stoddard solvent had been previously identified. Summit subsequently prepared a Feasibility Study including recommendations for cleanup options.

In August 2007, the Town of Camden selected Summit to develop a project manual for soil remediation. Summit subsequently conducted the bidding process on behalf of the town and provided remediation project oversight. The project included the construction of a grout wall and removal of contaminated soil.

The final project completion report was prepared and submitted to the town of Camden and the Maine DEP within the time frame specified. The Maine DEP has since issued the Commissioner’s Certificate of Completion for the VRAP, which allows the town to begin marketing the property for redevelopment.

Building Demolition and Remediation Oversight

City of Augusta, American Tissue Mill, Augusta, Maine (2008 – present)

Project Overview


The City of Augusta hired Summit to prepare a bid specification package and manage the demolition of all structures located at the 18-acre American Tissue Mill property on the Kennebec River. Demolition was completed at minimal cost to the City due to aggressive recycling by the Contractor and limited disposal of select materials at the former landfill associated with the facility. 

The bid package required contractors to address demolition and disposal of the structures, hazardous materials, and paper mill sludge, as well as site restoration.

In May 2009, Summit provided full-time oversight of the selected contractor for the demolition of the mill buildings and coordinator / liason between with the contractor, city staff, and Maine DEP.

Technical Details

The demolition bid package prepared by Summit required contractors to address demolition and disposal of the structures, hazardous materials, and paper mill sludge, as well as site restoration. Summit provided coordination with the Maine DEP for disposal of select materials at the former Statler Tissue landfill, thus reducing overall project costs. In May 2009, Summit provided full-time oversight of the selected contractor for the demolition of the mill buildings and contacted in bi-weekly meetings with the contractor, city staff, and Maine DEP.

From October through December 2009, Summit completed a screening-level investigation to determine gross contamination concerns on the property and to develop a scope for the Phase II Environmental Site Assessment. Following preparation of a Quality Assurance Project Plan approved by the US EPA and Maine DEP, Summit conducted Phase II related investigations and reporting. In the near future, Summit is expected to assist a City-selected planning firm to evaluate future site re-development senairos based on recommendations developed by Summit in the Phase II.

Phase I and Phase II Environmental Assessments

Veazie, Howland, and Great Works Dam Locations (2008 – 2009)

Project Overview

Summit provided environmental services to identify environmental impacts at the Veazie, Howland, and Great Works Dam Locations that may require remediation or other measures to minimize human risk through ecological receptors such as ground water, soil or surface water.  Summit's work supported the overall project spearheaded by the Penobscot River Trust to restore fish migration upstream pathways along the river.

Technical Details

Summit prepared Phase I ESA reports for two boat launch sites and separate Phase II reports for the three dam sites.
Work included:

  • Asbestos and lead based paint surveys of the buildings
  • Soil borings, sampling and laboratory analysis
  • Ground water sampling and laboratory analysis 
  • Interpretation of survey results
Soil and ground water samples were collected from the property to measure depth to water and monitor ground water and soil quality.
