Michael A. Deyling, C.G., P.Hg., LSE, CPESC

President/Principal Hydrogeologist

Mr. Deyling, a founder of Summit, is a Certified Geologist in Maine and Delaware and a Professional Hydrogeologist with the American Institute of Hydrology. Mr. Deyling has over 25 years experience in the management of hydrogeologic site investigations and remedial action programs. Mr. Deyling has extensive experience in characterizing overburden and bedrock aquifers including investigations for water supply projects, as well as contaminated site investigations. He also has conducted community meetings, regulatory negotiation, expert testimony and litigation support; watershed assessment and public education programs; and environmental permit preparation and support.

Mr. Deyling is a Licensed Site Evaluator in Maine having designed multiple wastewater disposal systems for institutional, commercial and residual clients. He is a Certified Professional in Erosion and Sediment Control.

James W. Bouquet, P.E., CPESC

Vice-President/Principal Engineer

Mr. Bouquet, a registered Professional Engineer in Maine, Massachusetts, Maryland, and Oklahoma, is a founder of Summit and oversees the company's engineering and construction-related projects. Mr. Bouquet provides senior level design, management and quality assurance for environmental construction and remediation projects including site improvements, soil and ground water remediation, regulatory permit renewals and compliance, and ground water recovery and treatment system operation. His expertise includes building demolition, remedial work plan development and implementation, project and construction management and quality assurance, stormwater permit compliance and spill control (SPCC).

Mr. Bouquet is certified under the Geosynthetic Certification Institute’s – Inspection Certification Program (GCI-ICP) for Geosynthetic Materials and Compacted Clay Liner Inspection. He is a Certified Professional in Erosion and Sediment Control and a Maine DEP Licensed Asbestos Inspector and Designer.

Michael Walsh, P.E., MBA

Vice-President/Senior Engineer

Mr. Walsh is a licensed Maine Professional Engineer with over 20 years of engineering consulting experience related to construction management, permitting, resident engineering and materials testing. Mr. Walsh has been the Resident Project Engineer on multiple major landfill expansion projects providing on-site engineering support and construction quality assurance. He has extensive experience with Construction Materials Testing including soils, concrete and geosynthetics. In addition to construction, he has in depth knowledge of hazardous waste disposal and permitting, spill control and erosion and sediment control.

Mr. Walsh is certified under the Geosynthetic Certification Institute’s – Inspection Certification Program (GCI-ICP) for Geosynthetic Materials and Compacted Clay Liner Inspection.

Dennis B. Kingman, CHMM

Manager, Environmental Services

Mr. Kingman has over 20 years experience providing asbestos and lead management, occupational health and safety and environmental management services to industry, public and private academic institutions and local, state and federal government. As Manager of Environmental Services, Mr. Kingman oversees and coordinates day-to-day environmental, asbestos, lead-based paint (LBP), polychlorinated biphenyls (PCBs), health and safety, industrial hygiene, and indoor air quality (IAQ) management services. He is experienced in conducting Phase I Environmental Site Assessments, Preliminary Environmental Site Screenings, and associate HUD related documentation, OSHA-compliance audits, developing and implementing health and safety programs and associated training. He has served as in-house safety manager for a large academic institution, developing and implementing exposure assessment programs and managing asbestos management programs for a broad range of public and private sector facilities. He has particular expertise in developing and overseeing health and safety programs and developing and managing complex asbestos management programs for a wide variety of public and private entities.

Mr. Kingman is a Certified Hazardous Materials Manager (CHMM) and past President of the Maine Indoor Air Council..

Darrell A. Gilman, ASET

Manager, Construction Materials Testing

As Manager of Summit’s Construction Materials Testing Services, Mr. Gilman's experience includes construction inspection including a wide variety of field and laboratory testing of soil, aggregates, concrete, asphalt and steel. His responsibilities include field and laboratory testing, QC testing project management and oversight, training and supervision of geotechnicians. He provides concrete mix design services for commercial and institutional projects. He has managed large-scale materials testing and IBC Special Inspection projects for subgrade conditions, soil compaction, cast-in-place concrete, reinforcing inspection, masonry, applied fireproofing, asphalt, as well as forensic concrete inspection. Mr. Gilman is experienced in the oversight and logging of pile installations.

Mr. Gilman’s certifications include MCTCB, ACI and NETTCP. He is a Nuclear Moisture/Density Licensed Operator and current with 40-Hour OSHA Health and Safety Training. Mr. Gilman has attended training for MDOT Local Project Administration.

John K. Cressey, C.G.

Project Manager

Mr. Cressey is a Maine Certified Geologist with over 15 years of experience in the environmental consulting and hazardous waste fields including three years as a direct-service contractor. At Summit he manages all aspects of Brownfields Assessments from Phase I ESAs to Assessments of Brownfield Cleanup Alternatives (ABCAs). He has experience in managing projects for private and public sector clients, including large-scale hazardous waste removals, pump and treat systems, spill clean-ups and overseeing environmental sampling. He is experienced in the completion of ASTM Phase I Environmental Site Assessments, Phase II Environmental Site Assessments, and Transaction Screens, including the interpretation of state regulations. Mr. Cressey has also successfully prepared QAPPs for submittal to EPA and Maine DEP and dozens of VRAP applications and agreements with Maine DEP.

Suzanne Y. Chase, P.G.

Project Geologist

At Summit, Ms. Chase performs environmental investigations, field sampling events, and report preparation in support of investigations and remedial operations for federal and industrial clients. She coordinates the completion of ASTM Phase I Environmental Site Assessments, including the interpretation of state regulations. Ms. Chase has also conducted subsurface investigations, provided oversight for underground storage tank removals and remediation projects in accordance with state regulations.

She is licensed as an Operator of Very Small Water Systems in Maine and a Radon Service Provider, as well as a Asbestos Inspector licensed by the Maine DEP.

Steve Marcotte, C.G.

Project Geologist

Mr. Marcotte is a Maine Certified Geologist and Maine Licensed Site Evaluator with over 7 years of consulting experience including hydrogeology, septic system design, advanced wastewater treatment and natural resource determinations. Since joining Summit in 2011, Mr. Marcotte has completed Phase I and Phase II ESAs, prepared Stormwater Pollution Prevention Plans, and performed hydrogeologic investigations of petroleum contaminated soils. He also founded SeptiCAD, Inc. a software consulting company focused on the development of septic system design software for AutoCAD and Bricscad.

Sandra Jalbert

Corporate Administrator

Ms. Jalbert, a Summit employee since 2002, has over 30 years of experience in bookkeeping and office administration. She is responsible for Summit corporate administration including personnel records, insurances, banking and payroll.
